Picture in your mind, Downtown Plain City. What do you see? Boarded up and vacant store fronts. Big trucks on the sidewalk. Innumerable wires crossing the street. Very few pedestrians. Now picture in your mind, what Downtown Plain City used to look like, or what you would like it to look like. Now what do you see? Tree-lined streets, uninterrupted by power lines. Quaint businesses filled with residents and visitors. Beautifully renovated historic buildings. Perhaps some park benches to sit and watch the passers-by.

For more than three years, the all-volunteer Uptown Plain City Organization (UPCO) has been working on plans to create a downtown environment that is vibrant, warm, and welcoming, much like the downtown Plain City we all envision. With the goal of becoming an Ohio Main Street Organization (please visit www.downtownohio.org for more information) and with recommendations from a 2004 Downtown Assessment Resource Team visit, U.P.C.O. is utilizing a four-point approach to downtown restoration, preservation, and revitalization. Four sub-committees focus on Organization (Communication, Public Relations, Fundraising, Volunteer Development), Design (Public Spaces, Building Improvements, Design Education & Technical Assistance, Design Regulation & Enforcement), Economic Development (Market Research, Business Assistance, Financial Assistance, Property Development), and Promotions (Marketing Strategy, Image Development Activities, Retail/Business Promotions, Special Events).

The Uptown Plain City Organization recently received its IRS approval as a 501 (c) (3) charitable organization that exists to promote historic preservation and downtown development, which ultimately benefits the Plain City community-at-large. The organization will rely on memberships, donations, grants, and fundraising to generate monies for its programs and initiatives. As a 501 (c) (3) organization, U.P.C.O. has a Board of Directors to assume legal responsibility for all activities, oversee the work of the four committees, establish policies, and approve the annual budget. Mr. Michael George, Mr. Frank Lee, Ms. Kristin Kern, Mr. Jason Milligan, and Ms. Robin Mink were approved by the Plain City Village Council in 2006 to serve as the first Board of Trustees for U.P.C.O.; they are guiding the organization as it seeks to preserve the unique heritage of Plain City while strengthening the business district in our historic downtown area. In the future, the organization plans to hire a Program Director to manage and direct the day-to-day activities of the organization.
